Parish Council: An Ordinary Meeting of Bishop Thornton and Warsill Parish Council was held in Warsill Parish Hall last Thursday.
Present were five parish councillors, the Harrogate Borough councillor and one member of the public.
Apologies were received from Coun T Stobbs. A declaration of interested to items on the agenda was signed by Coun Mrs B Rickards, as she will be w
riting up the meeting as she sees it in the Village Voices of the Nidderdale Herald. Members confirmed and the chairman signed the minutes of the parish meeting and the annual meeting held on May 15 as being a true record

Payment of the YRCC Annual Subscription 2008/09 of £25 was agreed.
Coun Mrs Rickards pointed out to members that although some work had been undertaken at Cut Throat, Bishop Thornton, there were still cracks at the side of the road and other places had been missed. The Clerk is to write to Highways thanking them for the work that has taken place and asking for the rest of the repairs to be completed.
Councillors acknowledged receipt of the Winter Maintenances Scrutiny Review and the Highways Capital Programme.
Coun Mrs Rickards drew members’ attention to the fact that Harrogate Parks team, who cut the grass at the bottom of Grange Close, Shaw Mills, near the sub station, had cut some of the daffodil bulbs down before time. She had contacted Alan Taylor at Harrogate Parks Department and was informed by a foreman that 36 replacement bulbs would be provided. A fortnight later Coun Rickards approached the person cutting the grass but it was too late as he had already cut the rest of the daffodils down so that there will be no flowers next year.
Again Coun Rickards contacted Mr Taylor at Harrogate Parks by e-mail, but to date has received no reply. The Clerk is to write to Pat Kilburn, of the Parks Department, and request that the bulbs are not only replaced but are also planted by the Parks Department.
An e-mail from NYCC's Mr Booth stated that a report on radiation had arrived from Ofcom and that there may be questions that NYCC will want answering by Ofcom before the report can be passed to the parish council.
Coun Dr J Gillingham gave an update as to the prevention methods he is taking to protect his property at Shaw Mills from future flooding, although his neighbours are not doing the same.
There has been no reply from NYCC Highways about The Drovers crossroads.
Coun Mrs Ann Holdworth was once again co-opted on to the Standards Sub-committee Western Area Group.
The borough council consultation Annual Group 4 meeting is to take place on November 11.
