Harrogate Borough Council's Dog Warden Service have reported a large rise in the number of complaints received during the cold weather.

So far this year the service has already issued 10 £50 fixed penalty fines to people who didn't pick up after their dogs.

Bilton and Knaresborough have been identified as particular problem areas.

Coun Les Ellington, cabinet member for public protection and rural affairs said: "Dog fouling is an anti-social act committed by a minority of irresponsible dog owners that will not be tolerated.

Culprits

"There is no excuse not to pick up after your dog has fouled as dog fouling can be disposed of in any dog waste bin, public litter bin or double bagged and put in with your domestic refuse.

"We are seeing more and more people prepared to step in and help us find the culprits. We would encourage more members of the public to contact us to tell us where they see problems.

"Anyone not picking up after their dog should be aware that we are looking for them. These are probably law-abiding citizens but not picking up after their pet has fouled is an illegal offence."

A council spokesman added: "Some irresponsible dog owners are letting their dogs foul on footpaths and children's play areas leaving their mess behind.

Patrols

"This is not only an anti-social act but a health risk to members of the public, in particular children who use the play areas and the disabled and elderly who have difficulty avoiding the mess on the streets.

"We'll find you and we will fine you, is the serious message coming out from our dog control officers.

"Targeting known hot spot areas is part of the officers' daily activities but they are always ready to increase their patrols to areas where the public have concerns.

"We thank those dog owners who do pick up after their dogs and encourages them and any other member of the public to contact the dog control officers on 01423 556633 to pass on any information such as names, addresses or a description of the person or dog they walk and the time they allow their dog to foul and not pick up.

"This will help them to target their patrols and issue more fixed penalty fines. All information received will be dealt with in confidence."
